Study on updating the calculation of basic values for the occupation of public space in Barcelona

A proposal for calculating the Basic Value is developed using a methodology that first takes into account the diversity of uses of public space, as well as the specific circumstances that exist in some of these uses. Subsequently, the characterization of the city's streets in relation to the use of public spaces is considered.

The methodology is divided into two parts. On the one hand, an initial analysis of the current situation, which examines in detail:

- The situation of the current tax ordinance on the occupation of public space 3.10 in Barcelona, with the aim of observing possible inconsistencies caused by the various specific extensions that have been made.

- A comparison of public space occupancy rates with the cities of Madrid, Valencia, Bilbao, and Seville.

- The different classifications of public space to understand the social reality of the city in various areas such as economic activity, tourism, and traffic, among others.

- Evolution of the value of premises linked to commercial hubs/sectors.

- Use of the public domain.


On the other hand, the final proposal consists of defining the structure and hierarchy of the streets in order to establish a new zoning and the new Street Correction Factor, and defining the new basic rate attributable to road occupancy that should be applied, bearing in mind that it has not been updated since 2012.

Finally, the impact of the proposal in relation to the current rate is assessed, especially in sensitive locations.
