The difficulty of tracking the amount of accomplishemnt of urban planning compared with the built reality and fluctuating reality of the city, recquires the use of Geographical Information System (GIS) tools in local management to develop and maintain a precise knowledge of the physical, urban and economic characteristics of the building stock, as well as the planning determinations that affect the values of its buildable and urban potential. In this work it is proposed to implement a new innovative process for the study and management of the city with GIS, where the guidelines are established to obtain the urban potential of an area, a barium, or a city, from the comparison of existing reality with urban planning, automatically detecting both plots that do not exhaust their potential and those that are overbuilt. For this reason, a pilot study has been made in the old town of the Sant Andreu, district of Barcelona, which is currently undergoing modifications to the current general planning, meeting the challenge of developing new tools to simulate the consequences of changes and to undertake an effective management of local urban information.
