Empty housing and other abnormal situations in the Housing Park: diagnosis and action strategies

The aim of this study is to strengthen the knowledge of housing use and diagnose the situations of anomalous use existing in Molins de Rei, taking into account their characteristics and proposing strategies and actions to deal with these situations This approach to the study of situations of anomalous use of housing requires a study of the conceptual elements that identify and describe these types of situations as substandard housing, vacant or overcrowding.

The analysis of situations of underdevelopment is based on their conceptual definition in accordance with the current regulations. Two possible profiles for this situation are proposed: dynamic and static substandard housing, based on detection mechanisms that will be based on delimitations of areas likely to contain this problem.

An analysis of the vacant park is carried out, starting with its conceptual definition, aimed at identifying the profiles and characteristics of this park and the motivations for remaining in this situation.

An analysis of the over-occupied housing stock is carried out according to the estimation and characterization of potentially over-occupied housing: adaptation to the ratio (m2/person) allowed by the regulations through the cross-referencing of the census and land registry, complemented with the information and valuation of municipal interlocutors.
